The parking lot underneath I-35E near the Downtown Carrollton Square is under a phased closure schedule from late 2022 through 2027 due to the Texas Department of Transportation (TxDOT)’s I-35E Phase 2 project.
What is the I-35E Phase 2 Project?
The I-35E Phase 2 project covers the southern segment of I-35E in Dallas County from I-635 to the Denton County line and is currently being progressed through a design-build project delivery. The Phase 2 project reconstructs and widens the mainlanes from six to eight lanes.

Temporary Parking Solutions
TxDOT and the City of Carrollton are working with businesses and other agencies to provide temporary parking solutions to help offset the temporary lot closure during this time.
- Twenty-five parking spaces remain open in the parking lot under I-35E. The City will continue to work with TxDOT to limit the number of parking spaces that are closed during construction as much as possible.
- The City will work with LYV Broadway to direct residents away from using the public street parking overnight and promote the use of their parking garage.
- The City is working with local business Van Hyundai on the transition to its new facility under construction on I-35 in Carrollton. Whenever possible, the City will explore options to begin transitioning inventory earlier with a temporary Certificate of Occupancy so that additional parking can become available sooner in Downtown.
- The City has identified areas of wayfinding signage improvements for the existing public Downtown parking; additional signs and striping will be completed by Q2 2023.
