The Accounting division institutes and operates a governmental accounting system that provides financial information to both external users and internal management. 

This information is used to monitor the expenditure of public funds and to ensure that the financial transactions of the City are conducted in accordance with statutory and contractual requirements and City policy. 


Accounting is responsible for functions such as:

  • Accounts Payable

  • Accounts Receivable

  • Capital Budget Reporting

  • Financial reporting which includes preparations of:
    • Annual Comprehensive Financial Report
    • Popular Annual Financial Report

  • Fixed Assets

  • General Ledger Administration

  • Payroll / Payroll Reporting

Popular Annual Financial Report

The Popular Annual Financial Report or PAFR, is first published in March. It provides an overview of the City’s financial standing and is designed to be easily understood by the general public. The goal is to provide Carrollton citizens with a synopsis of how the City is meeting established financial standards and ideals. 

Information in this report is guided by best practices established by the Government Financial Officers Association.
