How Do Property Taxes Work in Carrollton?
- The City of Carrollton’s Council sets the property tax rate along with the budget in August.
- The tax rate is comprised of two elements:
- Maintenance & operations
- Debt
- The City has contracted with the Dallas County and Denton County tax offices to handle property tax billing and collections for all City of Carrollton property owners. By outsourcing this service, the City reduces costs by approximately $150,000 per year.
- In October, annual tax statements will be mailed to you and/or your mortgage company by the Dallas County or Denton County tax offices, NOT by the City of Carrollton.

Property Tax Appraisals
- Property taxes are appraised on January 1 each year by your county appraisal district, not the City of Carrollton. The tax appraisal covers the calendar year.
- Tax appraisals are usually sent out by the county appraisal district to the public each year in April.
- By state law, the property must be re-appraised at least once every three years.
- If the value on an individual property increases a substantial amount from year to year, the property could be re-appraised more often than three years.

How to File a Property Value Protest
The county appraisal districts hear all protests on property values, not the City of Carrollton.
If you are planning to protest your property value, contact the appropriate appraisal district to confirm when the notice of appraisal document will be sent to you. Mailing timeframes for notice of appraisal can vary by county.
By law there is only a certain time span in which protests may be filed.
IMPORTANT: Your appeal is due approximately 30 days after the date of notice of appraisal is received.
The date the appeal must be filed by should be located on the notice of appraised value. If it's not, or if you have questions, contact your county appraisal district.

Tax Exemptions
Tax exemptions and the amount offered by the City of Carrollton are listed below.
- If you have a question on an exemption contact the appropriate appraisal district (not the City).
- Exemption forms must be requested and filed through the appropriate Appraisal District.
- The appraisal districts approve all exemptions according to the Texas Property Tax Code.
- Some exemptions must be filed each year while others are one time only.
- If the exemptions listed below are filed by May 1, the exemption will show on the original tax statement.
- If the exemption is filed after May 1, a supplemental bill will be mailed showing the adjustment when it is received from the appraisal district.

Payment Deadlines
Taxes become due and payable October 1 and are delinquent if not paid on or before January 31.
What If My Taxes Are Late?
- A penalty is imposed at the rate of 6% on the first day of the month of delinquency and will increase 1% each month until July 1. On July 1, the penalty becomes 12%.
- Interest is imposed at the rate of 1% on the first day of the month of delinquency and will increase 1% each month thereafter.
- Taxes that remain delinquent on July 1, will incur an additional penalty, not to exceed 20% of the total taxes, penalties and interest due.
- Business personal property taxes that remain delinquent on April 1 will also be subject to a possible penalty pursuant to Section 33.11 of the Texas Property Tax Code.
- That provision allows for an additional penalty of 20% of the total taxes, penalties and interest to defray the costs of collection.
Changed Home Ownership or Mailing Address?
If there is an ownership or mailing address change, contact your applicable appraisal district.
Property Tax on Lease Vehicles
All lease vehicles for lessees residing in the City of Carrollton are taxable.
The property tax is assessed to the leasing company based on the lessee's residence as of January 1.
Miscellaneous Revenues Collected
The City’s Miscellaneous Revenue Collections Office is responsible for billing and collections of various sources. Payments for items listed below can be paid with cash, check, money order or credit card.
Public Improvement District Annual Service and Assessment Plans (SAPs)
- Public Improvement Districts are special districts within a City or County under the authority of Chapter 372 of the Texas Local Government Code.
- The statute allows for a city or county to levy a special assessment against properties within the District to pay for various improvements to the properties located within the District.
- PID assessment fees can be paid in full at any time by contacting the City of Carrollton’s Finance Department or through annual installments in conjunction with annual property taxes.
