ORDINANCE IN EFFECT FOR SHORT-TERM RENTALS AND BED AND BREAKFAST
City of Carrollton Short-Term Rental and Bed and Breakfast Lodging Licensing Requirements
The City of Carrollton adopted its Short-Term Rental ('STR') and Bed and Breakfast ('B&B') ordinance 1466 on December 6, 2022. While there are areas where STR and B&B rentals are allowed, no new STR or B&B will be allowed without obtaining a Special Use Permit ('SUP'). Short-Term Rentals or Bed and Breakfasts established after February 7, 2023 are required to obtain a SUP to operate.
The following are required to be obtained and maintained to operate a Short-Term Rental or Bed and Breakfast:
- Special Use Permit:
All new STR and B&B properties established after February 7, 2023, must obtain a Special Use Permit. An STR or B&B property established and operating prior to this date will be required to provide documentation for review.
- Lodging License:
All STR and B&B properties are required to obtain a lodging license annually to operate within the City of Carrollton.
- Hotel Occupancy Tax
All STR and B&B properties are required to obtain and pay the Hotel Occupancy Tax. Further information regarding the hotel occupancy tax may be found at https://comptroller.texas.gov/taxes/hotel/faq.php.
In addition, the property must comply with the rules and regulation outlined in Chapter 97 of the Carrollton Code of Ordinances, SUP stipulations as outlined in the Comprehensive Zoning Ordinance, and all other applicable city codes and ordinances.
