Homeowners may be eligible for program assistance if all the following conditions are met:
- United States citizen or legal resident alien.
- The home is a single-family dwelling unit located in the city limits of Carrollton, Texas
- Applicant owns and occupies the property as his/her principal residence on a year-round basis and has no intention to market, rent, or sell the property within three to seven years (depending on project value) of project completion.
- All previously completed work requiring a permit by the City must have an approved permit. Issues caused by the homeowner neglecting to pull a permit are ineligible.
- All payments for City-provided utilities and property taxes are current for the property.
- Applicant must be current on all mortgage statement payments and fees.
- All previous work completed that requires a permit by the city must have an approved permit. The program is not intended to fix issues that are not up to code due to the homeowner not pulling a permit.
- The applicant’s property is not under an order of the Property Standards Board (PSB)
- The applicant’s property is not in violation of any City code. Exception: the proposed project would bring the property into compliance with City codes.
- No federal liens on the property.
- Applicant must income-qualify. See the income chart below for clarifications.
- The applicant must hold the fee simple title to the property for no less than one (1) year.
- Contracts for Deed or Contracts for Sale are not eligible.
- The period of time an applicant has lived in a property under a lease-for-purchase may be taken into consideration in determining the one (1) year ownership time requirement if the applicant can provide:
- Proof, they have lived in the property for at least one (1) year.
- A legal contract for the deed before converting it into fee simple ownership.
NOTE
Submitting an application and meeting eligibility criteria does not commit the City of Carrollton to undertake a project. NEZ MHRP funds are limited. The best use of those funds is in the sole discretion of the City. If the cost estimates of the project exceed the maximum amount allowed under the program, the application will be terminated. A site visit by a contractor does not imply final approval of the project.
The City of Carrollton is not committed to undertake a project even if an application is submitted and the project meets eligibility criteria.
