Homeowners may be eligible for program assistance if all the following conditions are met:

• United States citizen or legal resident alien.
• The home is a single-family dwelling unit located in the city limits of Carrollton, Texas.
• Applicant owns and occupies the property as his/her principal residence on a year-round basis and has no intention to market, rent, or sell the property within three to seven years (depending on project value) of project completion.
• All payments for City-provided utilities and property taxes are current for the property.
• Applicant must be current on all mortgage statement payments and fees.
• All previously completed work requiring a permit by the City must have an approved permit. Issues caused by the homeowner neglecting to pull a permit are ineligible. 
• The applicant’s property is not under an order of the Property Standards Board (PSB)
• The applicant’s property is not in violation of any City code. Exception: the proposed project would bring the property into compliance with City codes.
• No federal liens on the property.
• Applicant must income-qualify. See the income chart below for clarifications.
• The applicant must hold fee simple title to the property for no less than one (1) year.
• Contracts for Deed or Contracts for Sale are not eligible.
• The period of time an applicant has lived in a property under a lease-for-purchase may be taken into consideration in determining the one (1) year ownership time requirement if the applicant can provide proof, they have lived in the property for a total of at least one (1) year.
• A legal contract for deed before converting it into fee simple ownership.

NOTE

Submitting an application and meeting eligibility criteria does not commit the City of Carrollton to undertake a project.  PHP funds are limited.  The best use of those funds is at the sole discretion of the City. If the cost estimates of the project exceed the maximum amount allowed under the program, the application will be terminated. A site visit by a contractor does not imply final approval of the project. 

The City of Carrollton is not committed to undertake a project even if an application is submitted and the project meets eligibility criteria. 

Eligible Repairs:

• Repainting a house
• Minor siding repair
• Minor exterior work
• Code violation repairs (exterior work only)

Note: Repairs can only be made to items that are not functional. Only the parts of systems that are broken will be repaired.  An entire system will not be replaced unless a city approved contractor determines replacement of the entire unit is reasonably necessary and will prevent future repairs. Items that are old or outdated are not eligible for replacement. 

Ineligible Projects:

• Structural repairs (e.g., foundation)
• Cosmetic repairs (e.g., repainting a home a new color)
• Fence repairs
• Tree removal
• Walkway repairs

Program Limitations:

There are limits to what the funds can address:

• All projects must be done on dwelling unit.
• Assistance is not for rental homes.
• Assistance is not a remodeling service or intended to prepare home for sale.

Qualified residents will be eligible for up to a $5,000 grant. The property owner must reside in their home for a specified amount of time to not have the pay back the grant.

• The City of Carrollton partners with local religious institutions, social organizations, and businesses in the area that have a desire to help residents in need.

• Local groups can work on projects such as painting a house, minor exterior repairs, and yard work.

• Volunteers will be able to decide what type of project they would like to work on as well as the date and time. The City will do its best to match the right project for the skill level and needs of the group.
