The City of Carrollton, Environmental Services Department administers a Rental Program which provides safe, quality, and sanitary housing for both Multi-family and Single-Family homes.  Currently over 3,200 single-family rental homes are registered with the city.  Each single-family home is required to submit an annual registration form to the city identifying the tenants and ownership of the rental property.  Multi-family properties are also required to register on an annual basis with the city.  Apartment communities in Carrollton are required to submit to an annual inspection of their property by the code enforcement staff.  This inspection consists of an exterior inspection of the property and a percentage of interior inspections of the apartment units.
