Purchases Over $3,000

For purchases over $3,000, three competitive quotes are needed with two of the quotes being from HUB (Historically Underutilized Business) vendors. These quotes may be received by telephone, email or fax.

Purchases Over $50,000

All purchases in excess of $50,000 annually must be competitively bid as required by the Texas Local Government Code. The Code requires that all competitive bids must be advertised in a local newspaper for two consecutive weeks prior to the bid opening. 

Ethics Policy

The City of Carrollton has adopted a Procurement Ethics Policy to establish ethical expectations of suppliers and service providers and provide guidance on the various procurement processes used by the City. 

Purchasing is the designated department authorized to dispose of all surplus, seized and confiscated property for the City, including Fleet vehicles. The City utilizes the online service of Rene Bates Auctioneers to dispose of surplus property and handle the sale of heavy equipment or large items.
