The City of Carrollton Animal Service Ordinance 91.010 defines an at large animal as: 

An animal is at large when the animal is: 

  • not confined to the premises of its owner by a fence of sufficient strength and height to prevent the animal from escaping,
  • not inside a house or other enclosure,
  • not secured by a leash of sufficient strength to prevent the animal from escaping
  • not secured by a leash of sufficient length so that the animal will remain on the owner's premises when the leash is stretched to full length in any direction;
  • in the open bed of a pickup, flatbed or similar vehicle and not securely confined within a crate or kennel that prevents the animal from exiting or reaching outside the vehicle.

The owner of any animal which is found "at large" is in violation of this ordinance and could face citations for such violation(s.)

The City leash laws impose a duty on animal owners. These laws are for the benefit of your pet, you, and your community. The intent is to prevent accidents with other animals (domestic and wild,) vehicles, exposure to diseases (parvo, distemper, rabies, leptospirosis, FIV, FeLv, panleukopeniainternal and external parasites, ringworm, etc.,) missing pets and to ensure the safety of everyone.
