To create and maintain a highly regarded, safe, family-oriented, vibrant and attractive community with diverse development, a successful transit-oriented development (TOD) district and a wide variety of housing, culture, entertainment and leisure venues that provide a high quality of life; a community where the economic development and investment potential draw individuals and companies to do business in Carrollton.

Sustain our Community
Monitor and influence Federal and State legislation to promote the City’s interests
Review implementation of the 2007 Bond Program
Develop Raiford Property
Redevelop aging centers and commercial property
Ensure the sustainability of public safety
Redevelop area west of IH-35E
Establish a Charter Review Committee to review and make recommendations on City Charter

Maintain Infrastructure and an Effective Transportation System
Pursue funding and design of Belt Line Road underpass at IH-35E
Schedule and fund priority street improvement projects
Facilitate funding efforts and participate in the design and widening of IH-35E with TXDOT

Improve the Quality, Vitality and Attractiveness of Neighborhoods
Continue code enforcement and neighborhood integrity efforts such as the Neighborhood-Oriented Targeted Infrastructure and Code Enforcement (N.O.T.I.C.E.) Program
Ensure hotels and apartments are operating cleanly, safely and responsibly
Pursue railroad quiet zones in Downtown area
Continue to implement Trail System Plan
Continue to enhance sidewalk repair and replacement programs
Explore development and maintenance codes for retention ponds

Operate City Government as a Competitive Service Business
Continue shared services with other government agencies
Enhance relationships with other government agencies and neighboring cities

Reflect and Promote a Positive Image of Our Community
Develop and implement a targeted branding and marketing strategy to improve the perception of the City in the metroplex and with Carrollton residents
Establish IH-35E entry features to attract visitors and create a positive image for Carrollton
Evaluate Signature Element Program to create a distinctive identity for the community
Develop and implement a Signature Event in 2010
Communicate City vision and goals to Boards and Commissions
Develop a communication strategy for addressing high profile crime in and around Carrollton

Encourage New Development as a Means to Expand Tax Base and Improve Quality of Life
Complete and implement the Downtown TOD Master Plan
Redevelop and clean up Belt Line Road Corridor
Review surplus land inventory and develop a strategy for disposing of surplus land
