Neighborhood Enhancement Matching Grant Program

The Neighborhood Enhancement Matching Grant Program (NEMGP) is administered by the Community Development Office enabling organized neighborhoods to plan and implement projects in partnership with the City.

Begun in 1998, over $250,000 worth of improvements have been made to public property in the City of Carrollton as a direct result of NEMGP projects. This includes over $70,000 in neighborhood organization funds, over $50,000 in donated materials, and the value of over 3,000 volunteer hours.

Requirements

Proposals will be considered by the City's Neighborhood Advisory Commission (NAC) on a case-by-case basis.

• Register on an annual basis with the City's Community Development Office at City Hall (972-466-4299).  Neighborhoods that wish to submit a proposal must be registered.
• Priority will be given to the neighborhoods that are at least 10 years old and include a minimum of 30 residential units.  Neighborhoods that do not meet this age or size guideline are still eligible and highly encouraged to apply. 
• Develop a project on public property or in the public right-of-way that benefits all neighborhood residents and the general public.  If the proposed project involves private property, applicant is still encouraged to consult with staff as there may be an opportunity to convey such property to the City.
• Measure neighborhood sentiment to determine support for proposed projects.
• Submit a completed application with all appropriate attachments.

Neighborhood Contributions

The value of the contribution by the neighborhood organization must be equal to or exceed the total grant amount being requested. Contributions can include:

• Organization Funds
• Donated Materials
• Volunteer Labor
• Volunteered Technical Expertise

Application Deadlines

Project proposals must be reviewed by Community Development Staff and the Development Review Committee (DRC) before they may be submitted to the NAC for approval.  Applications are accepted on an on-going basis.

Projects completed in the past include gateway monuments, improving city parks and greenways, enhancing screening walls, and general neighborhood beautification projects.
