The IRS has significantly reduced what tax forms they ship to the Library. Below is the statement from the IRS Tax Forms Outlet Program website explaining the change in the program. 2-4-16 Update: We have received some instruction booklets for distribution available on a first come, first served basis.

Every year, we see an increase in the number of taxpayers using software to prepare their federal tax returns. Last filing season, 95 percent of taxpayers filed their tax returns electronically. As a result, the number of program products continues to decrease.

The Library will make the forms below available once we receive them from the IRS. We will have 3 reference copies of the 1040 instructions, but none for you to take home.


The IRS stated they discontinued the reproducible notebook of tax forms, but both locations DID receive reproducible notebooks on 2-18-16.

Publication 17 is available as a PDF, HTML Web page, or EPUB eBook for mobile device users. It covers the general rules for filing a federal income tax return and supplements the information contained in your tax form instruction booklet.

Tax Topic 352 helps you decide which 1040 form you should use.

You must order employer forms online or buy them at an office supply store. The library does not have employer forms.

Get Paper Forms By Mail

Individuals can still obtain paper tax forms with instructions through the mail directly from the IRS using one of the two methods below:

  • Visit - to order tax products to be delivered by mail
  • Call 1-800-829-3676 - to order tax products to be delivered by mail

AARP Tax Help at the Carrollton Public Library

Volunteers with the American Association of Retired Persons (AARP) provide free tax return assistance. Bring identification, tax return for 2014, and all documents and information for 2015 (the list of what to bring). No appointments.

VITA - Free Tax help

The Volunteer Income Tax Assistance (VITA) program offers free tax help to people who generally make $54,000 or less, persons with disabilities, the elderly and limited English speaking taxpayers who need assistance in preparing their own tax returns. IRS-certified volunteers provide free basic income tax return preparation with electronic filing to qualified individuals
