Meet the Speakers
Peter Braster, Transit-Oriented Development ManagerResponsible for the development and re-development around Carrollton’s three planned DART light rail passenger stations, Braster joined the city of Carrollton in 2006. As TOD Manager, he represents the public interest in land acquisitions, manages the use of the Tax Increment Reinvestment Zone, and facilitates public/private partnerships related to planned mixed-use developments that will feature office, residential, retail and civic uses and support the public’s investment in light rail service. Braster was previously the administrative manager of the Los Angeles to Pasadena Metro Gold Line Construction Authority in California. He holds a Bachelor of Science degree in Civil Engineering from Clarkson University in Potsdam, New York and is a member of the American Society of Civil Engineers.
Marc Guy, Assistant City ManagerAs Assistant City Manager, Marc Guy is responsible for development services and public safety. This includes Engineering, Public Works, Economic Development, Urban Development, Building Inspection, Environmental Services, Police and Fire. He oversees more than half of the city workforce and millions of dollars in capital improvements. He has a Bachelor’s degree in Environmental Sciences from the University of Texas, and a Master’s degree in Urban and Regional Planning from Texas A&M. Mr. Guy previously served as City Planner in Grapevine, Senior Planner in Grand Prairie, and Senior Planner and later Planning Director in Carrollton. He served on the Board of Directors of the Texas Chapter of the American Planning Association. He was on the North Central Texas Council of Governments Information Infrastructure Task Force and currently serves on their Government Applications Review Committee, and Strategic Planning Committee for the Carrollton-Farmers Branch Independent School District.
Scott Whitaker, Director of Parks & RecreationScott Whitaker joined the city as Director of Parks and Recreation in 1999. The Texas Amateur Athletic Federation recognized Carrollton as City of the Year in both 2003 and 2004 and in 2001 Sports Turf Magazine recognized the city as having the Softball Field of the Year. Mr. Whitaker is a member of the National Recreation and Park Association, the Texas Recreation and Parks Society and the Texas Amateur Athletic Federation. He oversees the recreation centers, nature preserve, athletic programs, sports fields, tennis center, A.W. Perry Homestead Museum and millions of dollars in park improvements. He received a Bachelor of Science degree in Business Administration from Kansas State University and has over sixteen years experience in parks and recreation. While Parks and Recreation Director for the City of Leawood in Kansas, he was recognized nationally for his work in junior golf and received the Outstanding Young Professional award from the State of Kansas.
Brad Mink, Director of Economic DevelopmentBrad Mink monitors the city’s business climate, works with developers to bring business to Carrollton and assists local businesses in finding markets for their products. As a result, Carrollton provides one of the most innovative and comprehensive economic development programs in the North Texas area. His development background includes previous positions as General Manager of the Wichita Falls Board of Commerce and Industry and Assistant Manager of the Pampa Texas Chamber of Commerce. Mr. Mink has a Bachelor's degree in Communication from Boise State University and completed the six-year Southern Methodist University Institute for Organizational Management program and the Basic Industrial Development Course at Texas A&M University.
Tom Guilfoy, Director of Competition/Strategic PlanningTo help transform the city organization into a competitive business model, Tom Guilfoy has served as an in-house management consultant to department directors and employee teams since 2002. He has thirty years of private sector experience in the areas of service-oriented business marketing and development, strategic planning, project management and technology. He previously served as Business Development Director for Ahead Communications Systems, Inc., Marketing Director and a Global Account Director for Motorola, Inc., Vice President/Director for International Business Development at SBC Communications, Inc. and Strategic and Financial Planning Manager with Pacific Bell. Tom holds a Masters degree in both Telecommunications Management and in Business Administration.
Bob Scott, Assistant City Manager/Chief Financial OfficerRobert B. (Bob) Scott has served as Chief Financial Officer/Assistant City Manager for the past twelve years during which the City has won various awards for financial management. In 2001, he served as Interim City Manager for a five-month period during the recruitment of the current city manager. He has a Masters degree in Accounting and a Bachelor of Science degree in Political Science from Texas Tech University. Mr. Scott, a CPA, began his career in public accounting ultimately serving as an audit manager with responsibility for a large number of governmental clients. While in public accounting, he was designated by his firm as a specialist in state and local government and served a two-year practice fellowship with the Governmental Accounting Standards Boards. Mr. Scott is an active lecturer for the Government Finance Officers Association of Texas, the American Institute of CPA's and the Southwest School of Governmental Finance and has also co-authored several professional journal articles. He is an active member of the GFOA, AICPA and various other professional organizations.
Brian Passwaters, Community Services Manager
Brian Passwaters joined the Environmental Services Department with the city in 1991 as a Code Enforcement officer. During his 18 years of service, Brian has worked on revising and modifying various City codes that affect the safety, health, welfare and visual aspect of our community. Currently, he oversees the staff for the Neighborhood Integrity Program, the Multi-Family & Single-Family Rental Programs, and Community Development Block Grant Program. Brian has a Bachelors of Arts degree in History from Texas Tech University. He began his career with the federal government by working with the Centers for Disease Control. He worked tracking disease morbidity with municipal health departments in south Florida, and in Houston before coming to Carrollton. He is a member of the American Association for Code Enforcement and the Texas Environmental Health Association.
