Community Development Block Grant Program

The city of Carrollton, as an entitlement community, receives an annual grant from the U.S. Department of Housing and Urban Development (HUD) as part of the Community Development Block Grant Program (CDBG).  The grant helps fund programs that assist Carrollton residents of low- and moderate-income.

Through Program Year 2007, Carrollton has received over $8 million dollars for projects and grant administration.  Additionally, the amount used for grant administration, as a percentage of the total grant, is one of the lowest in the region.  Efficient use of the grant is important to maximize the benefits to low- and moderate-income residents.

  • Hill N' Dale II Sidewalks

  • Holiday Park N.O.T.I.C.E. Program - Project to rebuild waterlines, streets, and sidewalks in one of Carrollton's oldest neighborhoods.

As a recipient of CDBG funds, the city is required by Federal law to produce several reports.  These require Adobe Reader to view.

A note about the program year designation:  HUD's calendar does not match the "standard" calendar year; program year 2007 actually starts on October 1, 2007 and ends on September 30, 2008. 

Consolidated Plan

The HUD-required Consolidated Plan is a comprehensive effort to plan for Carrollton's long-term community development needs to help define a long-term strategy to use HUD funds.  Within the document is an assessment of the city's needs, programs, policies, and application for federal assistance.  This is the second such plan to be developed, and was adopted July 6, 2004.

One Year Plan of Action

The HUD-required One Year Plan of Action (Action Plan) is an annual report that outlines the specific projects and activities that will be funded during the program year to address Carrollton's community development priorities as established in the Consolidated Plan.

Consolidated Annual Performance and Evaluation Report

The HUD-required Consolidated Annual Performance and Evaluation Report (CAPER) is an annual review of its CDBG Program and the progress made on the implementation of its five-year plan.

Review Period

The Review Period for 2008 Plan of Action is over. The 2008 Action Plan was adopted by the Carrollton City Council on June 17, 2008.
